The Building Division contributes to the health, safety, and welfare of those who live and visit our County through observance and enforcement of mandated Federal and State Statutes and County Ordinances that regulate the construction and alteration of buildings and structures.
The Seminole County Building Division is on the first floor, at the West Entrance of the County Services Building, located at 1101 E. First Street, Sanford, FL 32771-1468.

Steps for Building Permitting Online
Seminole County Building Permits Online offers building permit information daily, seven days a week. Use this service to apply for permits, schedule inspections, retrieve inspection results, look up the status of plan review agencies, view fees, and the permit application status.
Note, Building Permits Online is unavailable daily between 11:30 PM to 5:00 AM for maintenance.

Request Application Number - Submit requests for application numbers. The application process is finished through our Electronic Plan Review application. The step-by-step instructions will assist the first-time user in obtaining a permit application number. To apply online the contractor license must be current in our contractor database. If you are applying as an owner, you must first visit the office located at 1101 E. 1st St. Sanford, FL 32771 with valid government issued identification.
Application Information - View general information such as the name of the contractor, application status, and property owner.
Plan Tracking Status - View the status of the review steps associated with your application. Select the underlined choices under Agency Description to view agency results related to your application.
View Fees - View all applicable fees for an application/permit.
Permit Status - View all applicable permits associated with this application and their status.
Inspection Scheduling - Inspections may be scheduled, and rescheduled. All requests must be submitted online the day prior by 11:30 pm for the next business day. See the instructions below.

To schedule an inspection online go the Building Permits Online webpage.
Step 1: Select the application number and input the application/permit number. Select the Continue button.
Step 2: When the Schedule or Cancel Inspection page opens, select the Schedule link next to the permit type that is to be scheduled.
Step 3: The Schedule inspection - Available Inspections screen will open with all of the inspections set for this permit type.
Step 4: Select the Inspection Type link under the Inspection Description column to schedule.
Step 5: Next, select the date from the available dates shown.
Step 6: A new window will open showing the inspection type and date selected. Note, the box under the scheduled date is currently is not operational. Please do not type anything in the box as it will not be transmitted or visible by staff or the inspection team.
Step 7: Review the scheduling information and select the Schedule Inspection button to schedule the inspection and proceed to the confirmation screen.
Step 8: The Schedule Inspection Confirmation page will open. The scheduled inspection information along with confirmation number will be shown and can be printed. If additional inspections are needed to be scheduled under this permit, select the Select Another Inspection link. If complete, select the Confirm link which will return you to the home page.

The following are some of the most common items that people forget to do:
Commercial Projects
Provide a Seminole County approved site plan
Provide sealed soil geotechnical reports for new construction
Provide Chapter 5 and 6 information, per the current Florida Building Code

Forms and Applications you can use to do business with Seminole County.
Typical metal building procedures are to provide complete plans and specifications with application to construct any metal building. This includes the plans and specifications by the metal building manufacturer. In some cases, the contractor prefers not to submit the metal building manufacturer's plans until later in the process because of costs of obtaining these sealed plans from the manufacturer. In those cases, we will accept the architect's plans for the metal building with structural locations of steel supports and columns. All metal buildings will need to be inspected by a structural engineer or by the architect or engineer of record. A written report of this inspection must be signed and shall be submitted to the Building Inspector on site with the structural plans and any shop drawings, at time of framing inspection, prior to the concealing of any of the structural steel stipulating the following:
1. The structural steel erection is in substantial compliance with the approved structural plan and the applicable AISI Code or SJI specifications (see Florida Building Code Sections 2201 through 2212).
2. Field welding is in conformance with the approved plans, AWS Code and AISI specifications. Full penetration welds shall be inspected and radiographically or ultrasonically tested.
3. The assembly and inspection of connections using high strength bolts shall conform with approved plans and ASTM 325 or A 490.
4. The report shall include: job name, street address, permit number, and engineer's report
All independent inspections shall be at the permittee's or owner's expense.
After completing the on-site inspections, the Inspector will forward the documentation and engineer's report to the Building Division Permitting Section to file with the approved plans for recordkeeping.
Construction Trailers
1. A permit is required for the construction trailer (Electric and Fire plan review).
2. Copy of the site plan showing the location of temporary power pole for addressing purposes.
3. A detailed description as to what the trailer will be used for and who will occupy it is required on the application.
4. The utilities portion of the application needs to be completed. If not connecting to public water and/or sewer, then state water source and how the sewage will be disposed of.
5. Fire will review and inspect for life safety requirements; posted address of trailer; road access; and water supply for fire department use.
Sales / Leasing Trailers
1. A copy of the approved site plan
2. A copy of the State (DCA) approved plans for the trailer
3. A copy of the State (DCA) approved energy calculations for the trailer
4. A copy of the signed and sealed or State (DCA) approved foundation plan
5. A copy of the complete accessible parking and ramp details
Pre-power requests will require an electrical inspection by the County Electrical Inspection team. Should you have any questions concerning Pre-power inspections and/or requirements, please contact the Assistant Chief Electrical Inspector at 407-665-7467.
The following must be completed prior to pre-power being approved:
1. Request for Pre-power form and fees paid ($100.00 plus all outstanding fees).
2. The service and that part of the electrical system to be energized must be 100% complete.
3. Panels that are to be energized must have their breakers installed, wire pulled, and an electrical inspection completed before it will be energized.
4. The covers on panels that are going to be energized, breakers labeled (labels can be hand written temporarily).
5. Panels to be locked or contained in a room that is locked - the electrician and superintendent only should have the keys.
6. All outlets to be safed up either by installation of device, equipment, or lighting fixture or blanked off.
7. Device covers to be installed.
8. Each job will be inspected on a case-by-case basis.
The electrical inspector will inspect and either approve for pre-power or reject for pre-power. If you have problems or questions, please discuss them with your site electrical inspector or call the Chief Electrical Inspector.
The Building Division maintains permitting information based on Florida Statutes Chapter 119 - Public Records Standards, along with the retention period for maintaining each type of permitting documentation is based on the current version of GS1-SL Schedule.
Permitting plans and/or documentation may be available back to late 1984 when a computerized permitting system was implemented for use to track permits and inspections. Permitting information prior to October 1984 is not available.

To assist staff in searching requested documentation, it is helpful to include permit number if available, address or parcel and timeframe of the permit(s) for the structure. A form is available on the Forms and Applications page for your use.
Once received staff will review the offsite storage and scanned files for requested files and respond as to the availability of the requested documentation.

REGISTERED LICENSE HOLDERS - ONLY
Registered contractors must have their testing scores or letter of reciprocity submitted directly from their testing agency to BPCustomerService@seminolecountyfl.gov or mailed directly to Seminole County Attn: Building Division 1101 E. 1st St. Sanford, FL, 32771. You may also have your certificate of insurance (COI) for General Liability and Workers’ Compensation (or your issued exemption) sent to the previously mentioned email. The COI certificate holder must list Seminole County 1101 E. 1st St. Sanford, FL 32771. You will need to contact DBPR to have Seminole County listed as a County you are able to work in. The DBPR website will reflect the counties where you are able to work along with the information that your license through is in good standing. Once everything is received, we will respond to your email to notify you to visit us in the office to sign your competency card with a government issued identification.
Irrigation Contractors can register/renew with Seminole County using a current Business Tax Receipt, Workers’ Compensation coverage or an exemption, and a General Liability Certificate. The certificate holder must list Seminole County, 1101 E. 1st St. Sanford, FL 32771, as the certificate holder.
An Irrigation Contractor may obtain a permit for an irrigation system that connects to a reclaimed meter issued or set by Seminole County or the City of Sanford. If on potable water or not on reclaim from Seminole County or the City of Sanford, then a licensed Plumbing Contractor will be required to obtain a separate permit for irrigation.

Ensure that the property is zoned for the proposed usage. Verify this from the Planning & Development Division.
Apply for and obtain an approved site plan from the Planning & Development Division if required for site alterations.
A Building Contractor will be required if the space is not occupied by the owner.
Plans will be required to show how the structure or space is to going to comply with the new use. Plans may be required to be sealed by a State of Florida licensed Architect or Engineer if any structural work or fire rated assemblies are involved.
Plans submitted shall contain at a minimum a floor plan, all relevant code criteria, type of construction, whether the building is sprinklered or not, occupancy type previous and proposed, adjacent occupancy types and identify any fire rated separation walls.
The proposed use must meet the change of occupancy provisions in the current Florida Building Code - Existing Building inclusive of all references therein.
Above are the basic requirements for obtaining a building permit for a change of use permit from one commercial usage to another commercial usage, and from a residential usage to a commercial usage.
We recommend that you schedule a pre-application meeting. It is free and you will have a chance to ask questions about your proposed project from a representative from all County departments involved in the permitting process.

Note, that reviews are done concurrently. This flowchart is intended for a new structure. If it is not a new structure the steps may vary slightly from this chart. The time frames in this flowchart are ONLY estimates and can vary according to the current workload.
Application Submittal (1 business day)
The application and other required documentation are submitted to the Building Department. Owner Builders must visit the office with valid government issued identification to initiate the process.
Addressing (1-2 business days - if not in a platted sub)
The application is passed to addressing which will assign or verify an address for the 911 system.
Zoning Division (1-2 business days)
Zoning will review and verify the site and building plans for setbacks and any other land development requirements. Impact fees will also be assessed if needed.
Flood Prone Areas (1-2 business days - if required)
Flood Prone will review the application and inform or notify the applicant of any necessary requirements
Wetlands Areas (2-3 business days - if required)
Wetlands will review the application and inform or notify the applicant of any necessary requirements
Plan Review (7-10 business days)
The plans will be reviewed. A list of inspections that will be required is relayed to the customer
Update and Issue
A permit technician will contact the customer, via ePlan task, with what fees they will need to pay and any items required prior to the permit being issued. The customer may pay fees online or in the office. The approved permit card and files required for inspection may be found in ePlan for the customer to print out to have on-site for inspection.
Owner Builder permits, depending on the email address used in ePlan, may be paid online or in the office and may have access to the approved permit and files in ePlan. If the Owner Builder elected the County to complete the tasks, you will be emailed the approved permit and files to have on-site for inspection.
The list below is our most common construction activities that DO NOT require a permit:
- Roof Repairs not exceeding 100 sq. ft.
- Work of a strictly cosmetic nature: painting, carpeting, wallpapering, tile or wood flooring.
- Replacement of cabinets, as long as the electrical, plumbing, or mechanical is not relocated and any new item is reconnected in the same location.
- Replacement of interior doors.
- Replacement of a toilet with no change in location.
- Replacement of a sink and/or faucet with no change in location.
Note, the list is illustrative only and is not meant to be exhaustive. Several factors may determine, if in fact, a permit is required, if you have any questions relating to the proposed work, please contact us at 407-665-7050.
The following list are examples of work that DOES require a permit:
- Roof Repairs exceeding 100 sq. ft.
- Electrical Repairs.
- Replacement of a condenser, air handler or both, and/or package unit.
- Replacement of a water heater.
- Replacement/installation of the entire window.
- Replacement/installation of the door and jamb.
- Drywall Replacement (check with the Building Division)
- Installation/replacement of a residential fence.
- Remodeling of a bathroom including tub, sink or toilet location change and/or the replacement of tile or tub surround.
- Replacement of exterior siding.
- Install gas tank and/or gas lines.
- Repair, resurface or replace swimming pool.
- Replace or install screen enclosure.
- Build a barn, metal building, shed, or detached garage.
- Construct a carport or sunroom.
The FEMA 50% Rule is still in effect and will be enforced during review.

Project Reports can provide helpful information about your application at any time of day. You'll need to log in to ePlan to see this information, which you can then share with others. After you log in, select the project number; once the project opens, select the Reports tab. You may view and export information from there.
Checking the status of an application under review in ePlan is a breeze. Just log in, select the project number, and choose the Status tab. The Reports tab also provides additional information about your project, giving you a comprehensive view of its progress.

Steps for application submittal through ePlan:
Step 1: If you are still looking for your license or company, it may not be up-to-date in the Building Division's licensing database.
To use our online system, the contractor license must be current in our database. For details, refer to "Register your contractor license with Seminole County Building Division" under Permitting Information above.
Step 2: Submit your request for a building permit application online
You can request your building permit application online by following the instructions in the How to Apply for a Building Permit Online User Guide and going to Building Permits Online.
Step 3: Upload documents/drawings
Upon acceptance of your request, you may access your project through the invitation email or by logging in to ePlan ProjectDox and "All Projects" at the bottom of the page. Then select the "Tasks (New)" tab to locate your task. If anything is listed under this tab, we are waiting for you to complete the task and proceed to the next step. All submittals require a minimum of 2 individual files to be uploaded to ePlan ProjectDox. These are a signed application and the Property Appraiser printout. Depending on the Applicant entered in the initial request, a notarized power of attorney may be required. We offer checklists for various permit types with all our Forms and Applications. All files must be uploaded as individually properly named PDFs. Once all files have been uploaded, complete the task to notify Seminole County your submittal is ready for review.
If the task is not completed, we are not notified you are ready for review. This will cause a delay in your review time. You may access the ePlan Applicant User Guide online or through the "Resources" folder, which may be accessed from the project once you are logged in to ePlan for assistance. You have 7 calendar days after submitting your online request through Building Permits Online to upload your complete permit application package and complete your task.

4. Troubleshooting Tips
These tips are if you are unable to log in to ePlan ProjectDox if the page is not loading, or if you cannot find your project. Contact us if you are trying to log in from outside of the United States of America. Call 407-665-7050 or send us an email at BPCustomerService@seminolecountyfl.gov
We always recommend contacting your IT Department or finding a local computer service company. You may consider trying our recommendations below at your own risk.
1. Ensure you log in with the same Applicant email in the Application Request through Building Permits Online. If you do not use the same email address, you will not find the project when logging in. Each email entered as an Applicant in the request through Building Permits Online is an ePlan ProjectDox account. The passwords are case-sensitive. Select "Forgot Password" on the ePlan log-in page to receive a verification link to change your password. DO NOT complete the security questions at the bottom. 2. If using the correct email to log in, click on "All Projects" at the bottom of the page. Then select the "Tasks (New)" tab to locate your task. If anything is listed under this tab, we are waiting for you to complete the task to notify us that you are ready to proceed to the next step.

You may search the application/permit number under the "Project" column or by the search box located at the top near the "Home" button.

This often helps if it has been left running for long periods or if recent system or application updates occurred from another source, such as Windows or Microsoft. ePlan Standards Uploading Requirements
When preparing to upload to the ePlan system, please follow the file naming structure and correct file location shown below:
Application Documents Folder should contain at the minimum of these 3 PDF files:
- Application (on our website under Building Forms and Applications.)
- Property Appraiser (printer-friendly version from their website)
- Permit Authorization Form (on our website under Building Forms and Applications.)
These files are to be named for what they are: Application, Prop App., Permit Auth., and Intuitive abbreviations are allowed. The file name should not include special characters, customer names, scanner names, and your project or invoice number.
Other file types uploaded to this folder include recorded NOC, Historical Dig form, Asbestos form, Utility, and Health Department letters. Most of these are found on our Forms and Applications page.
After the plan review approval, additional application documents may be required before we request payment. You will be notified via email to complete a task in ePlan. You may always log in to ePlan anytime to see if you have an Active Task to complete. Once you click on the project number, you may view the various Reports for information such as status and comments you may export to keep others informed.

Drawings Folder will contain all digitally signed and sealed drawings. Please refer to our website on Florida Administrative Code requirements for digital signatures. The file name includes Prefix, Sheet number, and page name or brief description. There is a color guide on page 2.
- All drawings must be uploaded as individual, digitally signed, and sealed PDFs.
- Drawing file names begins with a three-digit prefix number that flows sequentially. For example, you should use 001, 002, and 003 prefixes to begin the name for each sheet.
- According to the design professionals' plan index, the next part of the file name will be the sheet number and title.
- If multiple disciplines are on a drawing sheet, abbreviate the discipline names and list them in the file name. Example: 002 Elec Mech Plumb
Incorrectly named files will result in a task being returned in ePlan to upload correctly named files PRIOR to plan review.
Documents Folder will contain a mixture of signed and sealed documents and other plan review files. These can be named with a simple document description; intuitive naming is acceptable. These are a few examples of some items to upload to this folder:
- Site plan or survey or plot plan
- Reroof Supplement form or Supp. or Roof Sup. (Manufacturer installation specifications may be needed for review and will be required on-site for your inspector.)
- Product Approval form (Manufacturer installation specifications may be needed for review and will be required on-site for your inspector.)
- Energy Calculations or Ecalcs or Energy Calcs
- Truss Engineering or Truss Eng
These will be named for what they are; no numeric prefix is required.
Remember, intuitive abbreviations are accepted in the Application Documents and Document folders.

The online User Guide for ePlan ProjectDox Applicant User Guide Version 9.2 is now available for your review and use.
ePlan ProjectDox is a task-driven system.
The Applicant can start by uploading the individually named files and completing the Upload and Submit task. This will notify Seminole County that the application is ready for review.
If you log in and see a task listed under the "Task (New)" tab in ePlan ProjectDox, Seminole County is not reviewing your submittal.
Once you click the task name and accept it, task instructions are provided. Here is a list of possible applicant tasks in our system.
It's crucial to complete your task as soon as you finish uploading. This action will promptly notify Seminole County that you are ready to proceed in the review process, keeping the process moving smoothly.
Then, watch for email notifications for the next step in the process or for the final notification that your permit has been issued. You may always log in to ePlan to verify if you have outstanding tasks in order to proceed toward issuance. You may access ePlan directly at eplan.seminolecountyfl.gov.
It is important to print all of the files from the Approved Documents and Approved Drawings folders. Having these documents on-site for inspection is a crucial part of the process.
Electronic Plan Review (ePlan, ProjectDox, ProjectFlow) is a web-based solution that allows plans for Building Permits and Development Projects to be submitted electronically, replacing the traditional paper-based review method. ePlan will improve the plan review cycle, reduce costs associated with obtaining building permits and development approvals, and support green initiatives.

Building Inspection Information
Yes, if canceling prior to 12 a.m on the day of your inspection.
You will need the following information to schedule an inspection:
Permit number - located on the top right of the application (Note: "permit" number = "application" number)
Type of inspection to be scheduled
Step 1: From the Online Building Permits menu, select Schedule or Cancel Inspection link from the left,
Step 2: Enter the permit/application number, and select Continue Button.
Step 3: Select the Type of Permit (Structure/Sequence/Permit) from the list.
Step 4: Select Cancel Inspection link.
Step 5: Choose the scheduled inspection from the list and select the Cancel Inspection button.
Step 6: When the popup box opens, select OK to cancel the selected inspection

If you need to cancel an inspection on the day of your scheduled inspection, you will need to speak directly with the Inspector assigned to the inspection. If unknown, the assigned inspector can be found online through the Online Building Permits page under the permit or by calling the Building Division at (407) 665-7050, option 1 to obtain the inspector's contact information.

To check online the inspector assigned to your scheduled inspection. Select the Online Building Permits which opens the Online Building Permits page.
Step 1: Select the Select Permit option and input your application/permit number, then select the Continue button.
Step 2: Select Permit from the options in the left column.
Step 3: Select the Type of Permit (Structure/Sequence/Permit) from the list.
Step 4: Select the View Related Inspections link at the bottom.
Step 6: Scroll down and select the Scheduled Inspection link for the inspection.
"The inspection type, and the Inspector's Name and phone number will be shown." Simply call the inspector directly to find out when he or she expects to arrive.

Step 1. On the Seminole County Online Building Permits page, select the Select Permit link on the left.
Step 2. Select the Application Number from the drop-down box next to the Search Method.
Step 3. Input the application number in the boxes, then select the Continue button.
Step 4. The Permit Detail page will open. Select the Permit link from the left column.
Step 5. The Permit Status List window will open with the permit types attached to the permit application. Select the permit type in the Structure/Sequence/Permit column to review the inspection status.
Step 6. Next select the View Required Inspections link at the bottom.
Step 8. Then select the Inspection Type link to view the inspection. If the inspection is completed the window will show the name and number of the assigned inspector along with the inspection status and any comments.
To return to inspection type screen to view other inspections, select the Inspection Status List link at the bottom of the screen.

Once all site work is completed and before you submit for a final building inspection on your building permit, a Final Engineering Inspection may be required to be scheduled and completed.
Please fill out the Final Engineering Inspection form and submit to schedule this inspection. Once the form is submitted you will be contacted by an inspector if there is any issues with the inspection, otherwise you will be able to schedule your building final within 48 hours of inspection submittal.
Some examples of inspection items include but are not limited to: ADA sidewalk checks, any damage to the Right-Of-Way to include sidewalk, curb, sod, trees, drainage. Inspections also include erosion issues around the structure to include proper drainage, sod and conveyance swales.
Note, the Final Engineering Team is a part of the Public Works Engineering Division Team and are separate from the Building Division. All Final Engineering Inspection requests can be scheduled through the online request form and not by the Building Division Team.
The Fire Inspection Team is a part of the Public Safety Department - Fire Division and process their inspection requests separate from the Building Division.
There are two ways to request fire inspections (only) for the next business day:

You will need the following information to schedule an inspection:

Step 2: A window will open with all of the permit type(s) associated with this permit.
Step 3: Choose the permit type to schedule the inspection
Step 4: Choose an inspection from the list or select one of the other permit types to see more inspection choices
Step 5: Select the inspection wanted and then choose from the list of available dates
Step 6: A new window will open showing the inspection type and date selected. Note, the box under the scheduled date is currently is not operational. Please do not type anything in the box as it will not be transmitted or visible by staff or the inspection team.
Step 7: Review the scheduling information and select the Schedule Inspection button to schedule the inspection and proceed to the confirmation screen.
Step 8: The Schedule Inspection Confirmation page will open. The scheduled inspection information along with confirmation number will be shown and can be printed. If additional inspections are needed to be scheduled under this permit, select the Select Another Inspection link. If complete, select the Confirm link which will return you to the home page.

Effective October 14, 2024
Changes to Final Roof Inspection (B139) for Tile Roof installation
Beginning on October 14, 2024, all Final Roof Inspections for tile on new construction and re-roofs will be conducted in one of the following ways:
Virtual Inspection: The contractor or their designated representative will inspect through FaceTime with the County inspector.
Third-Party Verification: Alternatively, we will allow a Tile Affidavit for Final Roof Inspection on site; this may be located under our Forms and Applications. Options for submitting:
This must be notarized by a third-party roofing contractor in good standing with a State of Florida license and onsite for the Final Roof inspection for a tile roof.
A design professional (architect or engineer) in good standing with a State of Florida license must sign and seal the affidavit. If the affidavit contains a wet or embossed seal, it may be on-site for the inspection. Digitally signed and sealed affidavits must be submitted to BPCustomerService@seminolecountyfl.gov for digital signature verification. For digital signature verification, submit at minimum of one business day prior to the inspection to allow time for review. The applicant may download the verified digital signature copy from ePlan to have on-site for the inspector conducting the Final Roof inspection for a tile roof.
To coordinate with an inspector, please look online or contact the office at 407-665-7050 starting at 7:30 a.m. the day of the inspection to obtain the inspector’s cell phone number. The inspector will provide a two-hour window for the inspection.
Please be aware that on business days, inspectors begin work at 7:30 a.m.
There are a number of reasons that you might not be able to schedule an inspection online. Some of the more common reasons are:
There may be outstanding fees due which will prevent inspection scheduling. Go to Online Building Permits, input application/permit number and then select Continue Button.
The Detail window will open with the permit detail information. Select the Fees link from the options on the left
A project modification and/or revision has been submitted and is still in plan review
Permit has not been issued yet or is on hold.
Contact the Building Division office at (407) 665-7050 for more help with scheduling inspections. Note, the phone system for the Building Division closes at 4:45 pm daily.
General Permit Information
1. Check the Forms and Applications webpage for the submittal guide you need and then complete and/or gather all the required forms and documentation.
2. Request Application Number online. This step reserves a permit number for you from the County permit tracking system, checks your contractor registration status, and tells us the initial information to ensure the permit type you are asking for is correct for the scope of work you listed. NOTE: The email address provided in the Building Permits Online request will be the ePlan Applicant.
This is NOT your completed application, you must still upload a signed permit application form for your permit type.
3. The County will receive your request and you will receive an email invitation to upload all required plans and documents into the ePlan Review System. You will need to complete the task to notify Seminole County you are ready for review. First-time users will receive an email that will contain a temporary password. You are encouraged to read the ePlan Applicant User Guide.
4. Applicants will need to complete their ePlan tasks after each new upload/submittal so the system will notify Seminole County that you are ready to begin the review process. This process continues until all information for the submittal is correct.
5. One of the final tasks you will receive from the ePlan system is a Payment Required Task. This step advises you to make the appropriate payment amount prior to completing the task. To make a payment, please use the Building Permit Inquiry and Credit Card Payment page.
6. Once all outstanding fees have been paid and the task has been completed the project is placed in queue for issuing. The County will manually issue and upload your permit card. An email notification will be sent when the permit has been issued and you have access to download and print the approved files in the approved folders. Instructions for doing this are found in the ePlan Applicant User Guide
After you submit an application you will receive an automated response, confirming that your application was successfully submitted, along with your application number. You may now use that number to track the application’s progress.
The Seminole County Building Permits Online page allows for public access to browse and research permit activity for properties in unincorporated Seminole County. Current and historical data along with other permitting information is available, including: searching permits by parcel or address, checking the status of submitted application packages, view list of issued permits, schedule inspections and follow the status of scheduled inspection.
Start by clicking on the Select Permit tab on the left.
From the Search Method: drop-down box, select one of the following: Application Number, Address, Parcel Number or Name. Then follow the steps to review the searched permit.
That's OK, please continue with your application. We always verify and correct the owner information before issuing any permits. However, if you notice that the current owner is not listed in our database, please let us know in the "Notes" section of the online application. An executed warranty deed with all signatures or a HUD settlement statement may be submitted with your permit package.
Your permit number is assigned during the application process and can be found on the paperwork you receive. It is also referred to as application number.
Owner / Builder Permitting Information
Not if you own and occupy the house. State statutes allow the owners of real property to act as their own contractor. The exemption may only be used if you own and occupy the home. As an owner builder though, if you don't complete all of the work yourselves, you must supervise the work, and hire licensed trade subcontractors (electric, plumbing, a/c, and roof) in accordance with state law. Any person working on your building who is not licensed must work under your direct supervision and you are required to deduct F.I.C.A. and withholding tax, and provide workers compensation insurance. You cannot act as your own contractor for rental property.
Maybe. It all depends on what the proposed work is. Additions, sheds and the like would require an architect or engineer, where a wood fence would not.
The following instructions will search the Seminole County Contractor Database for a specific contractor name.
Select Contractor Permit Inquiry to open the search engine. To search by name, select the following from the dropdown arrows:
- Desired Content: Permit Detail
- Search by: Name
- Name contains: Carroll (example, type in the name, can use the full name or just partial)
Select the Submit button:
A database will open listing current contractor's which match the search criteria, scroll down and select the Contractor's name being researched. A new page will open listing all of the permits applied for and issued for the selected Contractor, along with their status.
The report can be downloaded as an Excel Spreadsheet, pdf document, CSV spreadsheet or Word Document. Select the corresponding icon located at the top right corner of the table and save the file for use.
Note, licensed contractors can register with Seminole County to obtain permits by providing a copy of their current license, General Liability insurance and Workers Compensation (or Exemption), along with their contact information. For registering information please call 407-665-7050 and select option 4.
The following instructions will provide a list of contractors by type who are current in the Seminole County Contractors Database.
Select the Contractor Permit Inquiry link. When the page opens, to search by a specific type of contractor, please select from the dropdown arrows the following:
- Desired Content: Permit Detail
- Search by: Contractor Class
- Name contains: CERTIFIED AIR CONDITIONING (for example)
Then select the Submit button
A database will open listing the specific type of licensed contractors for the search.
The report can be downloaded as an Excel Spreadsheet, pdf document, CSV spreadsheet or Word Document. Select the corresponding icon located at the top right corner of the table and save the file for use.

The Seminole County Building Division Permitting Team is available from 8:00 am - 4:30 pm, Monday through Friday and are here to assist you with any questions or guidance you may need for your project.
The following the steps along with links to forms, applications and guidelines for various projects are available for your review.
1. Check the Forms and Applications webpage for the submittal guide for the work you will be doing and then complete and/or gather all the required forms and documentation. All required forms will be located on this webpage.
2. Bring your application in person, along with a valid government issued photo ID, to the Seminole County Building Division Offices at 1101 E. First Street, Sanford (in the County Services Building).
3. You will be required to sign several forms and an acknowledgement regarding your understanding of the required Building Codes and Ordinances in the presence of a Permit Technician.
4. After your permit application is reviewed, you may need to resubmit documents and/or drawings that need to be corrected. If so, the County will send you the review comments to the email address provided on your permit application. This process may continue for more than one review cycle until all documentation for the application and construction to be completed is correct.
5. Once everything is found to be correct, you will be required to pay all remaining permit fees and then you can pick up your permit after you are notified that it is ready.
The hiring of any professional is an important decision. It is your responsibility to research that professional's experience and qualifications, including whether or not that professional is licensed under the appropriate licensing authority.
Seminole County Government can not recommend any particular professional or contractor.
When interviewing a professional, ask for and check references, ask to see their state license, check to see that their license number is on their business card, and proposal. Check their license number on the state web page (www.myflorida.com) for any state complaints. Check with your local building department to see if there are any local complaints against them. If they ask you to secure the permit, a red flag should pop up. They may not be licensed, which puts the homeowner totally at risk.
The following agencies may be able to assist you in researching the qualifications of a particular professional or contractor, including licensing and consumer complaints.
You would be issued a notice of code violation. The penalty for such is double the permit fee. In addition, there may be costly fees for third party engineering analyses that could be required for areas of work that are concealed. You also leave yourself vulnerable to possible litigation if you ever decide to sell your home.
The code is the minimum standard to be used to construct buildings so as to provide for protection of safety, health and general welfare of the public.
The Florida Building Code requires a permit. The code does this to insure that permits are secured. This is the first step. Once the permit is issued, there are various inspections that are required throughout the duration of the work. Through these inspections, we have assurance that the codes being adhered to and the buildings are safe to occupy.
